Opera Widgets can do this sort of thing. And with an upcoming release of Opera (I think it&#039;s going to be 10.10, I&#039;m not sure) you can run them separate from the browser.

Unfortunately, I don&#039;t think Opera&#039;s Widget version of offline data storage is 100% in line with the standard yet, but I&#039;m not sure on this point.</description>
